Bridal Shower guests, the invitation says "make an annual package of flowers .. what does this mean?

I received an invitation for a bachelorette party and himself, said: "You – please make a bouquet for the bride's annual garden" the I'm not sure what that means, do you want to plant the seeds for this? pots or real? and what kind of flowers are considered "annual"?
